Is there a functionality that we can use to assign a specific time entry record (payroll time type) to all employees?

The Business Case: We have a requierement that when the goverment provides employees a day of (not an official public holiday) that day has to be registered with another payroll time type different from the holiday payroll time type that the system generates based on the public holiday calendar.

We tried using the generate time entry but this doesn't seem to work, any suggestions?
