Default Locator for Receiving not working as expected

Summary:

We have set up an Item Transaction default locator for a few items at a locator-controlled Subinventory. However, when we go to receive a Purchase Order with this item (both direct and two step receiving), we do not see the locator default on the UI when receiving an item into Inventory. We also do not see a locator default when we perform two step receiving, specifically on the putaway step (screenshot below).

Any ideas on what we might be missing on our configuration would be extremely helpful. Thanks!
