Why Position questionnaire page is not hiding even though the value is set as NO in Design studio

Summary:

Request a new position —we added a custom rule for a BU on top of global rule. Initially the BU value was blank in the global rule. But later , when we created custom rule say for BU 'ABC' and Added all BUs except 'ABC' in the global rule. The questionnaire page started coming.
