After Pick Release why the transfer order Line is split

Summary:

We are creating Transfer order 25 qty. Go to shipment UI and Create Pick Release and go to Confirm Pick Slip UI and see line is split i.e. first line qty 20 and second line qty 5. full qty available in sub inventory and locators. Please review attached file then suggest me any setup of steps missing.
