AGENT ACTION RESTRICTION, CREATING CUSTOM ACTION IN RATE GEO

Summary:

1-I want to restrict agent action based on change in an attribute value. (shipment)
2- I want to create custom action using action manger to run agent on rate record (aka rate geo).

1-I am trying to make the agent only work based on shipment attribute6 modification only is this possible ?

2- I created automation agent on Rate with DSU to set Rate record to In active ( un tick the active mark in the Rate Record) but i can connect it to an action button through action manger.
