Item Transaction Defaults for "Receiving" transactions are not working during PO receipt

Summary:

We have defined Item Transaction defaults for Receiving Transactions for a organization - subinventory - locator combination. However, during a PO receipt the Subinventory - Locator is not being defaulted. Even after selecting the subinventory , the locator does not automatically default.

How can we default the item transaction defaults - subinventory and locator during PO receipt ?
