contact information should be mandatory in address feild while creating the supplier

We want to make the contact information mandatory in address field while creating the customer, also we want to keep the same fields for all the countries to maintain the uniformity ( for example for India pin code is mandatory but not for UAE but we want to keep it mandatory for all the countries) it would be great if someone could help us to achieve this requirement.
