Best Approach to Share an Operator Across Two Work Centers

In our manufacturing plant, we have two work centers (WC1 and WC2) that share a single operator (OP1). Since these two work centers are not fully utilized on any given day, we have allocated one operator to manage both machines.

We want to replicate this setup in the Oracle Fusion SCM Manufacturing module. Here's my plan:

Define OP1 as a labor resource.
Add OP1 to both WC1 and WC2 as their labor resource.
Configure it so that if OP1 is booked 100% on any given day, neither WC1 nor WC2 can be scheduled further on that day.
