Can't get the book output to be attached to the email with Bursting

Summary:

We're in the process of converting all of our FRS artifacts to MR in Planning. I have a report book that I created for Admins that contains two validation reports. It's very simple, there are no prompts to respond to or anything. I created a bursting definition for it. However, it says the distribution file will not be used; I assume because I don't have any POVs to respond to - really it's not there for bursting, just for scheduling the book as a job.
