What is the best practice for using the same SCORM content in a new course?

Summary:

We have an annual recurring course that is required for certain employees. Currently, we do not assign the course. When the employees are hired each year (short-term temporary employees), they are sent the self-service link to the offering and they enroll. We have struggled with how best to handle the SCORM content, as it shows Complete when they enroll, due to their previous enrollments with the content. This year, we are looking to create a new course and use the same content; however, after enrolling in the new course, the status automatically shows as In Progress rather than Not Started.
