How can we restrict global transfer transaction on specific business unit through AOR based role?

Summary:

We are having a requirement where client has requested to restrict specific business unit data access on Ui for assignment details of person on person management page. Though when Global transfer transaction happen system is showing both data existing payroll of a particular employee as well as suspended payroll. Client has requested that person details should only visible based on AOR based business unit and not the other business unit where he has transferred on UI person management page.
 

How can we achieve this requirement?
