What is required duty, privilege to work on Manage Extensible Flexfields

I need to do the below task:

When I search for the Task, the task appears but is disabled. What role access, duty role, privilege should I have to edit it?

  • Search and go to 'Manage Extensible Flexfields' task.
  • Search for Flexfield Code = PER_ACTION_OCC_EIT_EFF
  • Click on Actions
  • Refresh and "Deploy offline" to deploy the flex.
