Can we restrict jobs based upon roles?

Summary:

Hi Team,

We are looking for a possible solution which might help us to satisfy the below requirement

Step 1: A Custom roles to be created and assigned to a user (which is done)

Step 2: The user assigned with the custom role should be able to submit only one ESS job (seeded oracle job let say send subscription data to billing)

Is it possible to restrict seeded ess jobs based upon custom roles? if yes, could you please guide us how to achieve it?
