Not seeing 'Create Infotiles' button in sandbox and edit pages

Content (please ensure you mask any confidential information): Created a sandbox 'Page Template Composer' at site context level , click on 'edit pages' of the page but not seeing 'Create Infotiles' is not appearing.

I have 'IT Security Manager' role but I don't see 'Service Administrator' role to be added if it is needed to create infotiles.
