Final Disbursement based on Length of Service/Annual Accrual

Summary:

We have a complex accrual FF that gives various annual accrual amounts for employees. For example, someone with 0-9 years only accrues 112.56 each calendar year but they could have more than that when December 31 comes around. However, when June 30th of the following year happens, the "excess" hours get forfeited.

Lets say an employee in the above scenario terminates between Jan-June. His ending balance was 200 (87.44 excess hours from 112.56). They are supposed to receive final disbursement; however, only the hours that are within their annual accrual limit so only 112.56

Will a Disbursement FF achieve this requirement? Please suggest. Thank you.
