Getting error while loading costing of departments through HDL

Hi All,

I have to load costing details for department through HDL. I am using the below HDL.

but I am the getting the error 'A valid costing flexfield structure must be attached to the legislative data group {LDG} before creating the costing data.'

Can someone please help me to fix this error.
