remove the left pane of quick actions with out removing the quick actions of right pane

Hi

We have a customer that want to remove the quick action from the left panel ( they want to remove all the pannel actually ) bu still the quick action will be visible in the spring board

for example

under personal info we need to remove the quick actions

but still they need to be visible here
