Partial Shipping across the Transfer Orders

We have a Requirement on Shipping

Customer Receives Orders Internally to Central Store(Internal Requisition-->Transfer Order) from Multiple Internal Customers.
Central Store Ship the material to Internal Customers.
But Customer would like to have an Option to chose how much he want to ship for a selected shipment instead system Blocking/Reserving for 1 Order alone.

ex: Customer have on-hand of ItemA -100 at Central Store
Central Store Receives 3 Transfer orders from 3 Diff Internal Customers for qty of 100 for Each Order(For ItemA) at the same day or Time.
Now, As per current functionality Application blocking the Qty to 1st order(which have Schedule ship date early) and remaining orders will be sitting in backorder.
