Where is channel revenue accrual price element calculated in pricing algorithm

Summary:

When a Ship and Debit program incentive is added to a sales order a line is created on the pricing breakdown for the supplier accrual (pricing element is accrual). When I look in the pricing algorithm I see that the programs that are applied to the sales order line are selected in Get Eligible Programs but I can't find the pricing algorithm where the charge component for the accrual element is calculated.
