Delete Pending Inventory Transactions

As we know, the current state allows for users to delete transactions from pending inventory transaction queue. We would like this functionality limited so that only supervisors or upper-level employees have the ability to delete transactions from the queue. What privileges/Roles we need to modify to restrict users from deleting Transactions from the Pending Inventory Transaction queue.

Any thoughts on this would be very helpful for us.
