Why are Time Admin and Managers able to bypass Attestation questions and submit timecard

Summary:

Hi Team,

We have enabled Time Attestation for Workers to attest before submitting the timecard. When a Time Admin or Manager creates timecard on behalf of employees a Banner appears stating Unattested questions exist. But still they are able to submit the timecard. It becomes an issue for Grant Audits.

Can you please confirm if this expected behavior or we are missing out some configuration to not allow Managers and Time Admin to Submit/Approve the timecard?
