Does PPM have the capacity to provide validation for revised budget vs original budget?

For this client, the budget will be transferred (integrated) from EPM to PPM at the project level. In PPM, the Project Manager will allocate the entire budget from the project level to the task level. The requirement is that the total budget distributed across tasks must not exceed the original budget received from EPM.

Please suggest any options for achieving this.
