When SSO enabled, is there a way to enable Application logon page only when AD record doesn't exist

Summary:

We have configured AD as IDP and enabled automatic user synchronization. Now we would like to create some generic or system users. For a user who has AD configured, When we click on the Application URL, it automatically logs the user in without showing the Application Chooser option. In Oracle Fusion SSO, when we have the "Enable Chooser login page" option checked. It prompts SSO and application login options, but I’m concerned that, with Single Sign-On (SSO) enabled, users may have to click the SSO sign-in button every time they log in, which could be cumbersome. Is there a way
