Manage Organization Hierarchies and Classifications

we are selecting to use the option = HCM Department Hierarchy Tree Structure as we have a client with a simple setup where departments are the orgs we want to use for project orgs.

We are able select the department org tree and version fine but the Organization LOV is empty….. any thoughts?
