Is it Possible to Create HCM Business event to trigger any transactions/Approval

Can we create any business events within HCM to trigger any specific transactions like absences or approval information through APIs to a custom mobile application?

The ask is to be able to invoke API’s as soon as a leave application is submitted, or an approval workflow is triggered etc. Is there a way to register these events in cloud HCM (using Manage business events etc)?
