How to perform validation on resource before saving them in Add Project resource page

Summary:

When a Resource is being saved as 'Project Manager' in Add project resource page, can we do validation to check if that user has a particular role 'XYZ' and then it should be allowed to save or throw some error/warning message based on that validation? I tried using Page composer/ application composer. But couldn't achieve this.
