How do you limit users to only terminate certain system person types in terminations?

Hello all,
I am trying to limit a few users' accounts to only terminate certain system person types in the termination section. Also, I would like the user accounts to see the system person type of "Employee" in the person management section, but not have the ability to terminate them. How would I go about doing this? Previously, I created custom roles copied from a seeded high-level HR role, then I removed certain privileges, and modified the person security profile for the role to restrict it to a specific system person type. I am currently unable to have the user account set
