Can we setup some generic projects that can be accessible to all employees?

Hi,

We create two HCM groups which assigned to different Time Layout Sets in timecard:

First Layout set: project numbers could be viewed by all employees, assigned to HCM Group 1

Second Layout set: project numbers can only be viewed by project members, assigned to HCM Group 2

Question: How can we setup some generic projects that can be accessible to all employees? especially the generic projects needs to be selected by employees from HCM Group 2.
