Create Single Service PO for 10 different BUs with Centralized Procurement

We have a Business Requirements wherein the Business is spread across Multiple Locations with a country. Each Location is a different requisition bu and Sold to legal entity. But the Procurement BU is centralized.

We have a requirement for charging service for all the 10 BUs (locations in one Single PO. Currently let's assume the Procurement Bu is A, req BU is A and Sold to legal entity is of A, then if we change the locations as B, the inventory org defaults of A only and thus the charging happens to A LE.

Is there a way we can create one service PO for different locations which are different Requisition BUs in one single PO?
