How does Oracle handle informal learning?

Summary:

How does Oracle handle informal learning? Or do they at all? We currently use Degreed for our informal learning, but we obviously want to take advantage of Oracle capabilities as much as possible. We want our employees to be able to engage in articles, web links, podcasts, etc. But we don't necessarily need these to be on their "official transcripts". We also want our Learning & Development colleauges to be able to post & share freely as well, without it affecting the Learning Catalog. Any thoughts on how to do this?

Would Communities work for something like this?

Does anyone else have any best practices for something like this?
