Is there a way to limit learning catalog content to specific users?

We have a large group of volunteers. Right now we are restricting those user types from seeing the "Learning Catalog". The reason is because we do not want them to access LinkedIn Learning courses. However this is preventing them from searching for other courses. Is there way to restrict on the course level? Like allow these users to search for learning besides courses tagged as LinkedIn Learning? Tried to do a SR about this but it pointed me to the community.
