Custom Project role- costs cannot be limited by expenditure organisation

We are creating custom project roles and when we choose to limit data access to expenditure organisation, no costs at all can be seen from the Project Cost screen. When we open the data access to business unit then we can see all the costs for the BU but we need to limit this by expenditure organisation. Any ideas on how we will be able to achieve this?
