Can we create a requisition directly from enterprise contract without BPA/CPA?

We have a requirement to create a Requisition with the source as master contract (from Contract management) where we don't want to create a BPA/CPA and directly link the master contract with Requisition. currently we can see that master contract need to be linked with BPA/CPA in order to create a requisition. we want to know, if we can create a requisition from the master contract without BPA/CPA?
