Shipment Number Generation without Pick Release

Hello Experts

I have a requirement to identify a each shipping line with a unique number and visible to user and system generated. This needs to Share with a Non WMS system as a Load Number. Based on this load number, a weighing machine will load a truck then this weighing machine will share qty weighed that is quantity staged. after that Pick Release and Ship will happen for the weight qty.

I am wondering if we can have Shipment Number generated automatically for each shipment line without Pick Release and Same Shipment Number can be used to stage and Ship confirm.
