Unable to submt timecard for contractors

Upon entering the time card, the employees will be allowed to get compensatory offs. In the compensatory plan eligibility, the contract employees are not eligible for this plan. However, they should be to stop add timecards on the days they have worked. How to achieve this. It would be helpful of i get any relavant document and your insights on how it can be achieved.
