ODR not working if entity status is OK

Summary:

We have written ODR for validation, which is running after completed the consolidation and translation. This ODR is running fine when we triggered it manually.

we have automate this process through OCI job which is trigger the rule in sequence First run the Consolidation then Translation and in last run ODR.

after this automation, ODR is not working. To get the correct result we do change the entity calculation status as impacted and trigger the ODR manually.
