FCC Application Tasks with no corresponding Application Roles

The activities/tasks as below are available only with Service Administrator Role. And Users with Service Administrator role inherently get all access in the FCC application. Does Oracle have a road map to introduce additional application roles and by pass the need to have predefined Service Administrator role. If yes, by when it can be expected?
