How to add a department to an Approval Unit?

Summary:

How do I "add" an Approval Unit for a department not listed within Manage Approvals/Approval Unit? Department 10930 is assigned to Capital Budget project BLD118 but department doesn't exist under Capital Budget Approval Unit/Manage Approvals. This is our first experience not automatically seeing the department within the Approval Unit. Document has been attached to show screenshots of Manage Approval/Approval Unit.
