Cannot make start and end date visible by default on View Budget page

Summary: Cannot make start and end date visible by default on View Budget page. When I make component visible using sandbox/page customization it reverts back to unchecked after I click apply. I've also tried expression builder to set visible = true, but that also reverts back after clicking apply. Anyone know how to accomplish this?
