Can an on-prem webgate work with OCI OAM?

I am trying to find out if an on-prem OAM Apache webgate (e.g., an OAM Apache 12.2.1.4.0 webgate with Apache 2.4.62), on a machine that is NOT an OCI machine be made to work with OCI-IAM/Security.
