OTBI bursting via agent for high volume email notifications inconsistent / sporadic

Summary:

Classic use case: Managers are receiving emails regarding outstanding actions. Of the 1132 expected emails, 1014 succeed. 118 emails still successfully send, but contain an error code in email body.

Upon revising the OTBI analysis slightly to a smaller sample of the 118 failures (to replicate the issue on a smaller scale), they succeed.

Any guidance on troubleshooting root cause welcome.
