Unable to delete application-level Candidate attachments with HDL

Summary:

Unable to delete application-level Candidate attachments with HDL.The Solution that i am finding in community is to add SubmissionId in the HDL file.But SubmissionId is not available for candidate attachment.

My HDL is failing with Error "The attachment isn't valid or doesn't exist".
