Endorsement from a peer is validating the skill

If an employee peer is a line manager of someone else, then in that case will system counts 100 score for an endorsement from that peer?

In skill setting Manager score is 100 and peer score is set to 0. Still endorsement from a peer is validating the skill. Is it because peer is a manager(of another employee)?
