Why does Transaction Control not appear under project settings?

Summary:

Unable to view and edit Transaction Control on project level.

On DevAA:
- Role and privilege to edit transaction control is present
- Data access is properly setup
- Last refresh was October 2023
- Able to view and edit Transaction Control on project level

On DevBB:
- Role and privilege to edit transaction control is present (same as DevAA)
- Data access is properly setup (same as DevAA)
- Last refresh was August 2024 and is the latest copy of the Prod environment
- Unable to view and edit Transaction Control

What could be the reason for this? Could it be hidden/unhidden, disabled/enabled any other way? Thank you.
