Fast Formula Function to identify if record was changed or not

We have time entries coming from 3rd party system from API. Time entries from this API come in entered status and are auto-approved when mass-submitted. Issue is that we need to prevent time entries from the API from being editable, but still able to submit if there hasn't been any changes.

We don't see any function for "Is_changed" to see if any pre-submitted time has been changed or not. Is there such a function?
