Single/Parallel PARTICIPANT is sending FYI before approval

Hi,

When we create a rule with below example

Requirement: Level 1 goes to Representative for approval with Include all representative selected Then after approval a FYI goes to Manager and also FYI to Representatives with Include all representative selected

Solution: when we update Approval Participants to PARRALLEL or SINGLE then it sends the FYI notifications before approval is done by the REPRESENTATIVE and In SERIAL it is getting assigned to all the Level 1 representative for approval in a sequence.

Please provide your inputs to achieve the requirement as above solution is not working as expected.
