"Send Email on Update" rule - Not sending email to users if specific reconciliation is approved

Despite configuring "Send Email on Update" rule at the format, profile, and reconciliation levels, emails are not being sent to users with the reconciliation when the status is changed.

Requirement: When a specific reconciliation is approved, users who are not associated with the recon (i.e., neither as preparer nor reviewer) should be notified.
Actions Taken: During testing, we implemented the following configurations:
1. A Format-level rule was defined under the General List format. The filter condition was set such that when the Status (Detailed) attribute equals "Closed", an email notification would be sent to the specified recipients.
