RFQ creator not getting notification post Supplier repsonse

Summary:

RFQ has been published to suppliers. Suppliers have user account, all notifications(Manage sourcing Notifications) have ben enabled. In BPM worklist Notification method is all.

But post supplier response using supplier portal ,RFQ creator is not getting notifications in bell icon as well as in email.

What can be reason
