Business wants to convert long pending PR to PO directly

Summary:

Hi Team,
Business is having lot of approved PR and they wants to convert all to PO.

1- we dont have an acticve FBDI to create PO with reference to PR.
2- We we try to create PO from process requisitions page, all the PR are creating into on PO. do we have any option to create each PR to PO in bulk from process requisition?
3- we are running generate orders ess but no PR is getting converted to PO?

Can you please guide me with same with possible solutions?
