External system changing the Timezone while sending out the shipment

Summary:

While sending a shipment using external system we are experiencing some issue related to timezone in Production instance

earlier what was happening, suppose shipment's locations timezone is MST so while sending it to external application it was changing timezone UTC and similar changes were happenig for specific timings

but now the the payload which is going out of OTM is sending is not changing timezone
